UNESCO starts developing the Overarching TVET Strategy for Sudan

On 10-14 December 2017, the UNESCO Khartoum office hosted the second TVET mission, which consisted of two international experts and aimed to start developing the overarching TVET strategy for Sudan making key Sudanese TVET stakeholders working together. The mission came in frameworks of UNESCO's project “TVET System Development in Sudan” – a part of the Cap-ED Programme financed by the Nordic states – Finland, Norway, and Sweden. Before a launching workshop, the mission met key Sudanese TVET stakeholders, such as the Ministry of Education (Technical Education Department), Ministry of Higher Education and Ministry of labor, as well as the National Council for Technical and Technological Education and Supreme Council for Vocational Training and Apprenticeship. The objective of these meetings was to confirm the commitment of these ministries and councils to the joint work for overarching TVET Strategy development; brief them about the inclusive approach for TVET and the strategy development process; identify the priorities and constraints of each body, and agree on the national team members. The mission also met with ILO, EU, World Bank, African Development Bank and Sudanese Businessmen Union briefing them about UNESCO’s activities for TVET in Sudan.

On 13 December, a national workshop took place in Grand Holiday Villa Hotel, Khartoum launching the TVET strategy development – with participation of representatives from different TVET institutions and governing bodies with large out-of-Khartoum representation. Representatives of ILO, EU, UNIDO, UNCEF, GIZ, JICA, some Sudanese TVET NGOs and private sector also attended the event. Altogether there were about 60 TVET professionals.​

After welcoming speeches of an opening sessions, several technical sessions took place. The participants concentrated discussing about:

  • Ensuring labor market relevance and demand-driven provision

  • Establishing stable and sustained financing

  • Operating well-functioning institutions

  • Ensuring the availability of accurate data

– summarizing their actual TVET relevant experience in the set of recommendations. Most important of them are:

  • Having more than 70% of TVET institutions in the Khartoum / Omdurman / Bahri metropolis, it is important to prioritize empowering states to develop quality TVET institutions outside the metropolis.

  • It is important to partner with the private sector – including small enterprises – involving it to the TVET system / institutions management.

  • It is important to continue for the key Sudanese stakeholders working together – ensuring better functioning all parts of TVET and the TVET System as a whole.

  •  It is important to ensure better coordination among international and national TVET development partners.

The mission concluded on 14 December with brainstorming meeting of the national and UNESCO teams, where the participants agreed on an action plan, and committed to collect missing information required for further work of the international experts. The participants also agreed on main priorities and structuring of the overarching Sudanese TVET strategy.

Project Description: UNESCO decided to launch the project “TVET System Development in Sudan” in frameworks of Cap-ED Programme. The project aims to

  • Developing an overarching TVET strategy – making key Sudanese TVET stakeholders working together for further strengthening TVET System in Sudan;

  • Developing a National Qualification Framework (NQF) – enabling TVET institutions to develop new education products needed by their social environment, and allowing people better design and manage their career path;

  • Enabling five Sudanese TVET institutions of different types to develop and manage their improvement plan – bringing in the planning labor market demand, identifying and putting in life new education products, involving nearby businesses in TVET institution management and financing, etc.

The project budget is defined as 500 K USD. The project will continue in 2017-19.
