France's education response to the influx of Ukrainian students
The French Interior Minister declared that they would accommodate some 100,000 refugees.
Preschool and Basic Education
At first, Ukrainian children will go to local schools and be put in reception classes adapted to non-French speaking students. Following an evaluation of their level in French and mathematics, they can integrate in standard classes.
At the local level, Paris is setting up a scheme to integrate Ukrainian children in the school system and offer them free school meals and psychological support. Parents are being supported on how to enroll their children in school and teachers are being supported with resources on how to welcome learners who have suffered trauma.
Regarding higher education, France is supporting Africans whose studies in Ukraine were disrupted by enabling them to continue their studies at a French university. So far, 300 African students have applied to take part in the scheme.
Teachers are being supported with resources on how to welcome learners who have suffered trauma. Teachers who welcome children or teenagers arriving from Ukraine can follow the comprehensive Magistère training course on Eduscol.
Ukrainian teachers who worked for the Ukrainian Ministry of Education teaching basic or secondary levels, or who possess at least a two year degree after the high school diploma, are encouraged to apply to the local academy if they are interested in working at teachers in France.
The Government is launching a €1m support fund for Ukrainian artists and arts professionals, €300,000 of which will go towards enabling Ukrainian students to enroll in institutions overseen by the French Ministry of Culture.
The EU issued operational guidelines for the implementation of Council implementing Decision 2022/382, establishing the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC, and having the effect of introducing temporary protection (2022/C 126 I/01). As such, EU Member States shall grant access to their education system to persons under 18 years old enjoying the temporary protection status under the same conditions as their own nationals and EU citizens.
