Given UNESCO’s mandate in science and as part of the operational task under strategic priorities within the Natural Science Sector (UNESCO’s Medium-Term Strategy for 2014-2021 (37 C/4) and Programme and Budget (40 C/5)), namely Strengthening Science, Technology and Innovation policies, governance and the science-policy-society interface, in which the UNESCO Regional Bureau for Science and Culture in Europe (hereinafter called UNESCO Regional Bureau) takes part, and in preparation for an upcoming Ministerial roundtable in Bosnia Herzegovina in 2022, dedicated to 10 years anniversary from the last Ministerial roundtable in 2012, UNESCO Regional Bureau seeks the services of a consultant to contribute to the research on implemented national STI policies and strategies as integral parts of national development policies and plans in South-East Europe (SEE) (notably Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Montenegro, Republic of Moldova, North Macedonia, Serbia, Slovenia and Turkey)

The present Terms of Reference are intended to engage a consultant for carrying out desktop research aimed at identifying the current status of STI integration into countries’ policies and strategies as well as missing gaps and opportunities in terms of STI policy instruments in SEE countries in the last 10 years, in particular in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Montenegro, Republic of Moldova, North Macedonia, Serbia, Slovenia and Turkey. The provided analysis will provide a basis for discussion among high-level representatives at the preparatory meeting.
